GENERAL: The applicant appeals for a change to narrative reason and re-enlistment code

The applicant was offered a persona l appearance before the Discharge Review Board (ORB) but declined and requests that the review be completed based on the available service record.

The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.

FIN DING: The Board denies the req uest for change of nanati ve reason for discharge and change of re-enlistment code.

ISSUE: Applicant received an Honorable discharge - Personality Disorder

The Air Force Discharge Review Board, under i ts responsibili ty to examine the propriety and equity of an Applicant's discharge, is authorized to change the character of service and the reason for discharge if such change is warranted . In reviewing discharges, the Board presumes regularity in the conduct of governmental affairs unless there is substant ial cred ible evidence to rebut the presumption , to include evidence submitted by the applicant. The Board did complete a thorough review of the circumstances that led to the discharge and the discharge process to ensure the discharge met the perti nent standards of equity and propriety.

Applicant contends that he should not be penal ized indefinitel y for a mistake made when he was young. The ORB recogni zed the applicant was 19 years of age when the discharge took place; however the applicant displayed significant symptoms of depression and anxiety that interfered with his traini ng and ability to
remain on active duty. The Board opined the applicant was the age of the vast majority of first-term members who were able to adapt and function in a mili tary environment. The OR B concluded that the characterization of the applicant's discharge was appropriate.

A discharge is upgraded only if the applicant and the Board can establ ish that an ineq ui ty or impropriety took place at the time of d ischarge. After a thorough review of the record, the Board found no evidence to justi fy an upgrade of the reason for the discharge or the re-enlistment code.

CONCLUSION : The Discharge Review Board concludes that the discharge was consistent with the proced ural and substantive req uirements of the discharge regulation and was within the discretion of the discharge authori ty and the applicant was provided full administrati ve due process.

In view of the foregoi ng findi ngs, the Board further concl udes that there exists no lega l or equitable basis for upgrade of discharge and determi nes the discharge should remai n unchanged.
